    Completely normal for a car driven in winter.

    The oil cap sits above a baffle that keeps it from getting splashed with the engine oil. But it also has all of the blow-by passing right by it because it's right next to the crankcase vent. It's location at the front of the engine and it's proximity to the fan keeps it nice and cold, causing the moisture in the blow-by to condense on it, creating your mayonnaise.

    Many, many different types of engines do this. Then when the weather warms up it simply vanishes. Move along.
