getting a 1999 rack to replace my busted one form rack doctor. Do i just buy the outer tie rod ends or the whole tie rod assembly?

Reconditioned racks usually come with new inners. If so, you'd only need new outers. Confirm with the seller

usually its fairly difficult to remove the outer from innner. so if you dont have them i would suggest getting both
