Front brake Inbalance

Hi im new to this site and new to bmw's

My growing problem is front brake balance on my 320d tourer, its showing a 30% reading which is an MOT fail, my father has tried changing both front discs and pads, new brake hoses, new calipers, bleeding the brake to with the ignition off/on, changing the master cylinder feeds over, changing the abs module feeds over and the brake balance is still there.

The issue is with the front passenger side braking is down, the wheel will still rotate whilst the drivers side seems to be solid. My dads theory is if the master cylinder was to be knackered then the back right brakes would also be down on power as they work in diagonal to each other and as this is not the case the back right is fine.

The thing i need answering is with the ignition off does the ABS module still have a bearing on the brakes Mechanical effort in producing the braking force, if the mechanical side of the brakes are not working in tandem with one another before the ABS module 'knows' about it then how could the module effect this issue.

Not sure if that makes sense but if i could get any light on the subject i could explain abit clearer..

Please help

Maybe the ABS module needs to be bled. That takes a dealer service/computer.

Unplug one of the front ABS sensors disables the ABS system and TC.
Then try braking

Get use to that and never plug the sensors back. TC and ABS for noobs

Isnt the ABS system disabled when the ignition is off any way?
