Volute Spring. What is it?
 
Doing some reasearch on e46 wiring and found something called "Volute Spring" on WDS its part I01002 (E46 WDS here)
As far as I can tell it is connected to K Bus, DDE/DME, I-Bus, multiple restrain system, and finally multi-function steering wheel.

So does anyone know what it is, or what it might be?

It's a flex cable connecting parts on the moving part of the steering wheel with the rest of the car (airbag, cruise buttons, radio/phone controls and horn.).

Correct. It's also known as a clock spring or slip ring.
It allows components that rotate about a central axis to maintain electrical contact with a fixed element without twisting a wiring harness.

On an E46, the volute spring is the slip ring that allows the steering wheel to connect to the harness.
