For me, it happens (or happened) when outside temps are 90+ and taking off from a stop. In other words, you'll only notice it in the summer in stop and go traffic.

How do you figure? When the clutch fan is fully engaged, it is moving at roughly the same speed as the crank and pulling a massive amount of air through the radiator. This is the bus noise everyone...
