The electric fan that I am talking about is pn 17117561757 and I am pretty sure that part number is the same across all E46. ~$300 and you can drop this in easily by yourself in just a few minutes.

I believe that the FSR is to blame when the blower motor is acting up in the HVAC system.

The electronic control of the fan has failed and is not a separate part number to the fan. You will need a new fan. I drove with this problem for a week...
