No reason to worry about a whistling turbo unless it's hugely loud. Whistling is a natural occurrence of air causing resonance in something (akin to a reed in a clarinet).

Dunno about the M3 particularly, but valve clearances are usually done with feeler gauges and with the engine at a particular temperature (ie hot or cold.)

It plugs into the pre-tensioner which is effectively the bottom part of the seat belt buckle. Dunno how easy...
