I'd highly recommend the cold weather CCV. Other than that, winter tires, and make sure your coolant is in spec. I have no problems with cold startups. And I think I'm pretty close to where you are.

Yes, new o-ring on the cap. The Cap itself went down fine - I torqued it into place properly. I was more concerned about how the filter went onto the cap than anything.
