Like Jake stated, the inners light up when stalk is pulled back, this is the "flash-to-pass" feature. The inner halogens lighting up are easier to distinguish from a bi-xenon high beam.

You will still have some ability to adjust. Not much though. DEPO headlight assemblies are cheap, and they are very hard to adjust if you can at all. I do not recommend them.
