You definitely have a voltage drop in the wiring....

You definitely have a voltage drop in the wiring. Clean off the connector ends and check again. (Include the fuse tabs.)

Interesting to know. I was aware that the head should be milled down flat when replacing the head gasket, but didn't expect a valve cover could warp.
