What is you method of bleeding the cooling system? I had a lot of trouble with the heater especially at idle until I followed an alternate bleeding method posted by another member here.

I would guess you have air in your cooling system, I had the same problem on my car, bleeding the cooling system solved the problem. I don't think its the water valve, if it was you wouldn't get heat...
