Well did urs used to flash? cos maybe it isnt programmed to at the moment? Atleast in my case my cars slights did flash on locking but then stopped cos i must have accidently toggled that feature off...

lock, unlock and lock the car from the key fob in fast sucession and it fixed it. Its like a toggle feature for turning on blinking it seems.
