Rob, appreciate your thoughts - the 2 pictures are of the same hole, I would say the hole is at max 1mm x 0.5 mm wide probably less but it looks like it could get bigger as it hollows out.

Does not goes all the way through, approx 1/3 into the liner and opens out on the inside. If it was further down the bore I might have risked leaving it but it sits directly over the oil ring.

Picked up my M54 block from the machine shop - had it overbored .5mm to 84.5mm.

Found this when cleaning it up:

Look forward to results, I think 400+ whp is possible with what you have planned without too much trouble - the limiting factors that you will run into are injectors and increased belt slip / wear...
