Is this something that needs to be done at the dealership or should all garages have the equipment to perform the test? If it is the piston rings what kind of time/cost am I looking at for repair?

there should be a fill valve on your boiler at home that will automatically add water to keep your system at a certain pressure. Its not the water that rusts your pipes, its the air in the water....
