Mounting tires with limited tools?

Is it possible to mount tires on rims with limited household tools and still do it in a way that results in a SAFELY mounted tire?

The reason I ask is because I want to buy cheaper tires for my car and having some leeway in dimensions would give me a bigger pool to choose from.

I have a car with tire size Tire Size: 245/70-16. Is it possible to replace those tires with a different set of 4 that have slightly different dimensions using the same wheels without causing damage...
