Maybe a piece of the unit is stuck between the valve and seat and holding a valve slightly open.
Anyone have a bore-scope?

OK, Ok now

I looked at it again and found the rotating locking collar was sticking due to dust/sand particles or plastic slag from the casting process... I rotated back and forth to get it to move freely.

Throttle Body Elect Connector Problem

In removing the TB to clean it, I followed instructions and rotated the elect connector counter-clockwise and removed it fairly easily. I didn't think any locking tabs, etc. broke.
