Help! There's some wire coming out the side of my rear bumper and I have no idea why

A wire is coming out of my rear bumper and it's exposed I don't know how it even came out :-( can anyone tell me what it is and how to fix?

There's a noise coming from one of my exhaust pipes.

There's a metal disk that rattles in my right exhaust pipe. It stops after it gets some what flush to close the pipe. It's worring me. Here's a video...

I got my oil changed about two months ago by jiffy lube and they put a new filter in and I have a feeling it's one of these and now my ses light is on and im running a p0171 code. I need help :-\
