You can use a right angle drill and a short bit. Or you can mig weld a short bolt onto the stump if you can reach. It really depends on what you can get in there.

It's your oil level sensor, this is how they behave when they fail. It's an easy job, you can find the sensor bolted to the oil pan not far from the drain plug.
