The problem was caused by a defective camshaft sensor. So, I don't think that there is a preventive maintenace that can be done with dielectric grease because oil will find its way up there anyways...

Hi MeRon, my car has bi-xenon, so the highbeams are done with the bi-xenon, not the halogens. I don't know the bulb #, but it is the OE halogen bulb in a reflector. (2002 car).
