Bottom line is, they won't pay you a supplement unless you are a licensed facility. It's not the insurance co, it's the law. You should have had the car inspected at the facility you intended perform...

If you stuff anything between the cover and rebar, you may be able to get the cover to hold that shape be gently heating it with a blow dryer/heat gun and then allowing it to cool.
