Just out of curiosty, the indie dealer told me to fix that they would have had to take the car to a body shop, cut out the entire strut tower, reweld a new one in and that is the only way to fix it....

Thanks for all the info guys I had no idea wtf I was looking at and now ive a pretty good idea. Does it look like the metal is torn? I had the car aligned and they said everything is in tip top shape.
