I would assume that some of the motors in the seat are interchangeable, I didn't look but you may be able to swap the recline motor for the fore/aft motor and be good until you get a replacement...

Agreed on the voltage regulator. Remember a multi meter doesn't sample at a fast rate so your seeing averages, the regulator is probably spiking faster then the meter can catch, the pulsating lights...
