You definitely have a voltage drop in the wiring....

You definitely have a voltage drop in the wiring. Clean off the connector ends and check again. (Include the fuse tabs.)

Interesting to know. I was aware that the head should be milled down flat when replacing the head gasket, but didn't expect a valve cover could warp.

Any check engine light or SES light will fail emissions. Just go to an Autozone and have them read any codes for you. If you're clear, it's all good.
