Shouldn't be, there are clear markings on the eccentric bolt/washer. Like Mango said, the bushing needs to be in good condition though. If its shot, then your camber was probably off (and variable)...

Agreed with BobbyC. If it's just to fill a gauge pod, wire up the lights. Narrowband is useless, it will just bounce back and forth.

Did you swap the engine fan? The mechanical fan was causing this in my car. After I put the electric in, the rpm hang disappeared.

Just take the mechanical fan off and drive the car a little bit....
