This is an issue I have with the passenger side. I have an 08 M3 and it's a stretch to get to the switch. I think they may have moved it closer to the passenger in 09 and up.

Stage IV Motor I got from Technik was a piece of junk, sold the car and got an E60 M5. And now in the E90 M3 and never lookin back!

7000 is your answer. Anything higher is too much stress on the valvetrain. That car doesn't need to go past 6,500 anyway - it makes peak hp at 5,900 if I remember correctly.
