Would you all recommend changing the fuel pump as a DIY or lettin a shop do it, if that's what it is? I'm a pretty mechanically inclined person capable of most DIY's.

19 x 8.5 will do fine. You could probably go w/ a 35 offset as the lowest.
19 x 9 or 9.5 will work for the rears as long as you have an offset of 40+
