After installing new rotors I still had a shake...

After installing new rotors I still had a shake if braking aggressively. I put new control arms on, new control arm bushings, sway bar links (cause they looked old and brittle) and also new tie rods....

Yes the bearings don't make any noise at all hen you freely spin the wheel. That can cause a whirring noise. But would it cause a shake while braking?
