At idle or under 3000rpm it might produce some boost but in real world is negligible i.e. 0.1PSI doesn't do...

An electric cordless or corded won't be strong enough, and an air impact will need a compressor pushing enough cfm and a hose too. You are better off using a giant breaker bar for simplicity.
