I'd run the VIN in Carfax definitely, I think it'll show if the car was leased or not, too. Also ask the dealer if he has service/maintenance papers to see if there was a major repair or anything.

I live in Virginia, have had a radar detector for 2 years, nobody bothered me about it...even had cops cruising behind me either they didn't notice it or didn't care. Even if they catch you with one...
