When these fan clutches fail I think they usually stay disengaged. As far as I understand it when the fluid leaks out, the clutch can no longer engage and turn faster so it is permanently disengaged...

I personally didn't use any tools. Just wiggle back and forth and pull at the same time. If you just pull or wigge it won't come out, you need to do both and be patient.
