If the mounting locations are tearing thats not a bolt on fix. They cut out the rear tub, and weld in a new one. Its very labor intensive, and requires removing the rear subframe, differential, etc....

Just FYI, all PPI's waive any liability on things that could of been missed. Still good to do, but there no recourse if they miss something, or if your engine blows shortly after.

Was the battery dead prior to going to get the inspection? Anytime the battery is dead or disconnected you'll have to drive a number of cycles and/or miles before the ECU is in ready state.

You won't throw codes unless you remove the cats. Even if you do, there's ways to prevent the codes from being thrown. Either use O2 simulators, or get a tune for catless cars.
