My retrofitted OEM HID bulb on the driver side stop working along with the cluster gauge warning light.

I have capacitors installed on both lights to cover the flickering. I cant remove the capacitor so I wanted to be certain it was the bulb that was the issue.

I pulled out the light bulb (DS2) and noticed it was slightly cloudy in the center. Is this a sign of a burnt out bulb?
