Think of it along the lines of art. It's cool if you don't understand... It's all about character.. Why would it be better if the wheels were dirty? It's not like the car has a 'dirty' theme, it's just whatever that particular owner wanted it to be. If he didn't want to fix the body damage (I swear he made some of it on purpose, it's so messed up) then that's fine with me, it still looks sweet. I never like colored wheels or terrible body damage or rusted hoods or mismatched fenders, but it's all too far gone to matter. It's just cool.. my e30 will be somewhat like that one when it's done.
