If you go to a "by the books" shop, they do a visual and diagnostic(OBD II) check. As long as there are "visible shells" of what look like cats and no OBD codes or CEL indicated, youve passed with flying colors. If they dont see any cats period but the OBD checks out some will fail some will say screw it and pass you. And obviously if you have a CEL then no matter what you fail.

Soo in review:
Visible precenes of cats+no CEL= good to go
No visible cats+no CEL=maybe pass maybe fail
Has CEL +/- cats=100% fail

Pretty straight forward.

*Note: this only applies if your state has emission standards. Some, like SC, have only safety inspections.
