Epoxy garage floor

The previous owner of my house put down this grey colored epoxy in the garage that is peeling up all over the place and is a big mess.It has two layers, a white layer that touches the concrete that is kind of sticky, and a grey layer on top.

I'd like to remove it all and do it the right way by prepping the concrete. Has anyone here done that before? How much can I expect to spend if I do it myself?

Look at that subtle jet-black coloring. The tasteful thickness of it. Oh my God, it even has a 6mt.
