If it is not a power issue, then likely ground loop between head unit & amp.

Get a 1/8 stereo plug to RCA male cable and hook iPod, iPhone or Droid phone directly to amp and see if noise is gone. CAUTION, TURN VOLUME WAY DOWN ON PORTABLE DEVICE!

This isolates head unit from amp and rules out dirty power to amp.
