I'm out of town right now, but wow, you need both the tail light carrier housing and the main connector in my opinion. If it was my car I would replace both. It is possible the housing can be cleaned with rust remover and the electrical contact cleaner spray solution. Those wires are also majorly frayed and so you should cut the ends off and then proceed to strip them. Also, I see a lot of rust which should be removed from anything that might be staying. You still need to make that additional ground which will cure any future issues.
One question, why is there so much rust and damage? It looks like your car goes for a swim on a monthly basis, no pun intended.
