The limit is relative to what you're doing with the car. Its fairly easy to take any E46 around a really windy road or turn with the car at the limit and still stay below the speed limit or just slightly above. Its also pretty easy to floor the car and take off onto the freeway on an onramp and get a full 5+ second of enjoyment out of the acceleration.
I'm not saying that I drive around like an idiot breaking the law. That wasn't my intention. But on that note, if you have a car that has a much higher limit, then it is harder to push it to that limit while staying within what's legal on the road.
