To say the flares aren't functional? on a race car? talking about cars that cost upwards of 400k from factory i don't really think they'd do something nonfunctional, considering all the frivolous rules and sanctions regarding everything under the sun.

Porsche could make their fender flares seamless on the GT3 RSR, but instead they decided to put a nice sharp crease to define the fender flare, even though that probably hurts aerodynamics more than helps.
There are plenty of non-functional things on the GT3 RSR, because after all, one of the biggest parts of motorsports is looking good for the customers and the sponsors.
