, also on the pin out of the device i see that it has the rigth pin out to connect through a kwp2000 protocol
now compare this is to the kwp2000
i believe the device will be able to connect to your car double k lines and will also be able to read the l line. The emission machine will be able to connect through the protocol no problem, i would advice to use a scanner ( a modis / launch x341) to see what monitors are avaliable, also do not forget the vin.
