That's accurate, and appreciate the clarification. But like you said, almost always, and there is that .5% exception. Never said having JPAS makes you a SSO. My experience is similar to yours, where some unique units I witnessed the S2 types as acting SSO, but most of the time it is as what you described with the relationship between Divisions and Battalions. My bad as I used the term SSO interchangeably in this thread.
