Just a little advice: You have specified that the car have no more than 90,000 miles. The 90,000 mile marker is a big interval for an inspection I. If you get find a car that is approaching or at the 90k mark, make sure that it's already had everything necessary done to it, otherwise you're going to have to do some work on it pretty quickly to stay on top of the maintenance.

Another thing to keep in mind... once cars hit the 100k mile mark, their value drops SIGNIFICANTLY. Your budget of $16k is really more than enough... You'll have some left over for maintenance, taxes, or mods.
