Moisture - possibly coolant?

Definitely moisture contamination. Has that classic "cappacino" look. Hopefully, the other poster is right and it's from the leaky valve cover gasket. A more ominous possibility is engine coolant from something like a cracked head.

Clean all that stuff off, change the oil after you change the valve cover gasket, and check again in a few thousand miles for more whitish stuff. If more appears, you should be very concerned.

Also, check for signs of trouble in the coolant. Unexplained continual loss of coolant, engine oil in the coolant, ...
