Turn water off

Cut off shut off

Make sure water is out of pipe (push down on it a little)

Sweat on an adaptor like this:

Install a hose bibb

If you want, you can find a Hose bibb that is direct solder on too or if you hate soldering, get compression fittings (just make sure you practice and install tight, but not too tight and once a crush washer is used, you never reuse it)
