They are not mutually exclusive terms.

They WILL be stiff as far as impact on bumps and reaction to changes in steering.

HOWEVER, the stiffness isn't being controlled by a damper that has enough force to control it. The spring will rebound after the initial bump and then compress again, and then rebound, compress, rebound, etc. This is where the bounce comes from.

IF you are in for the look, good luck to you.

But, as some have said already, the worn OE shocks will be overworked and will give you a more uncontrolled bounciness the more miles you put on. You will grow tired of it...I know I did. (poor 87 prelude)
