You are either very observant, or very experienced. I've never heard it put that way, "how you are going fast than how fast you're going." I'll give an example. Flow of traffic is going 75mph in a 65mph zone (I don't normally write 10 over). There's no one around me with expired registration or such. What do I do? I can't just drive around all day and not write tickets. I look for the person that is jumping in and out of lanes trying to get past everyone else. Or, that is tailgating REALLY bad.
