1st -- You're gonna get stopped and talked to. If I estimate that you're going that fast, you'll probably get a ticket, too. But I wouldn't write you for the full amount. It's a little bit harder to estimate speed in a mirror, but you can still do it.

2nd -- Yes. Time is one of the factors that I take into consideration. Along with traffic, weather, driving style.
