Soap is recommended for washing after the vinegar bath. Vinegar is natures natural acid (PH less than 7). It disolves minerals very well. It will not harm the paint. Water will rinse away the vinegar just fine but soap can't hurt. The other added advantage of soap is that it is Basic (PH of above 7) so it neutralizes any remaining vinegar.
