fresh paint job
after buffing and polishing, should i still be concerned with waxing parts w/ new paint right away, or should i wait for fresh paint to fully cure?

You want to wait at least 30-90 days before waxing. Consult the place who repainted the areas for the proper amount of cure time.

what about with newly painted pieces (Ie aftermarket bumpers)... how long should you wait before waxing them?

With fresh paint you can always apply a coat of glaze like 3M Hand Glaze to keep those parts looking nice. This is the same thing body shops use to give freshly painted panels a deep shine. The glaze will allow the paint the breath and cure. Just remember glazes offer little protection and needs to be re-applied ofter. You can do this like George said for 30-90 days and then begin waxing and sealing.
