Tow Hooks?

I will admit I am a bit fresh to certain aspects of the car culture. BUT I'm super curious about this one: How come i see many folks drive around with the racing tow hooks attached to their cars? I'm from Brooklyn, and there's nooo way I'll believe that half of these cats have even been to a track at least... an automobile race track, that is LOL; or is it that they know they owe for tickets and they're lessening the chances of their ride getting scratched when it gets TOWED LMFAO

If that's the case SHEEEEIT< i might as well get one too! LOL
